Born on December 16, 1973 in the city of Viseu, Portugal,
Filipe Rebelo, Phill Bello artistic name, studied fine arts in secondary education, during these years he had his first contact with various media such as charcoal drawing, graphic drawing, painting with gouache and watercolor, ending up opting for oil painting as his final high school project.
He later attended the Painting course at the Faculty of Fine Arts of Rio de Janeiro. Porto where he created his first works.
He did lithography and screen printing, painted ceramics and did various works with stencils.
He had a collective exhibition in Porto with other students from the Faculty.

He moved to Lisbon where he worked as a graphic designer and illustrator.
Several private and collective exhibitions followed.
Currently he dedicates himself only to painting, receiving orders from various personalities and companies.
