In 1949, atmospheric scientist Bernard Vonnegut showed that silver iodide could be used to enhance the formation of ice crystals from supercooled water—water below freezing—in cloud interiors. Government scientists thought that if they vaporized silver iodide particles in hurricanes, they could induce thunderstorms to form outside the cyclonic eyewall. According to their hypothesis, this would cause the eyewall to expand outward, lowering peak wind speeds.
The STORMFURY Project conducted a wide range of experiments, including seeding four hurricanes on eight different days. On four of those days, hurricane-force winds appeared to weaken by as much as 30 percent after the silver iodide application. However, these results were later called into question when scientists discovered that some hurricanes went through a natural process of "eyewall replacement"; that is, the outer rainy fronts form a ring of thunderstorms that migrate inward, weaken, and replace the eyewall. Ultimately, the researchers concluded that it was this process that caused the weakening of the hurricane observed in their experiments, not the silver iodide.
