Né le 5 mai 1959 à Slouguia , nord de la Tunisie , dans un village peuplé par les descendants des Arabes d'Andalousie d'où son nom de Andoulsi
Fils d'un petit agriculteur , il suit l'enseignement primaire et secondaire , tout en pratiquant sa passion ..le dessin , mais de manière non stucturée et non académique.
A l'issue de ses études , il obtient son diplôme de tourneur en mécanique.
Après avoir travaillé dans le privé il entre à la Poste Tunisienne.
Depuis 25 ans , Andoulsi Fethi perfectionne sa technique picturale et plus particulièrement l'aquarelle car , comme il aime à le rappeler Cézanne à dit :
" l'aquarelle est le chemin vers la peinture "
Il aime à se sentir dans le courant des figuratifs abstraits , des figuratifs contemporains .
Il souhaite à travers son oeuvre exprimer la culture et le quotidien des gens qui vivent autour de lui .
Chacune de ses toiles exprime une part de sa réalité : Les rues du vieux Tunis , les rues du Vieux Nice , la Médina , La Corse , Les Marabouts
