Franco Bogge nasce a Torino da una famiglia di artigiani d'arte, ebanisti, restauratori, intarsiatori, ha assimilato per osmosi tutta quella cultura che si collega al grande maestro ebanista barocco Pietro Piffetti.
Giovanissimo inizia a dipingere e già nei primi anni sperimenta la scultura e l' incisione. A 25 anni, dopo la morte della madre decide di svolgere l'attività d' arte, in modo esclusivo e professionale.Fedele al concetto di Picasso che "appropriarsi di 100 tecniche è avere 100 modi per esprimersi". Il suo impegno per ottenere uno sviluppo più maturo si sposta a Carrara per le sculture in marmo, Volterra per l'alabastro e pietra d'agata, Deruta per la ceramica, Venezia ( Murano) per il vetro, Valenza per i gioielli a sbalzo in argento e oro, Urbino per la litografia su pietra e l'incisione, Verona per le sculture in bronzo.Nel 1975 si trasferisce a Perriere, frazione alpina in Valle d'Aosta, dove nel 1980 nella ex scuola del villaggio, apre uno studio e stamperia d'arte denominata "Centro Artistico Perriere". Negli anni, successivi artisti italiani e francesi, utilizzeranno i turchi calcografici e litografia della stamperia per realizzare e stampare le loro incisioni in collaborazione con maestri stampatori di Urbino. Nel 1980 anno europeo dell handicap e promotore e ideatore di una cooperativa per l' inserimento lavorativo utilizzando tecniche artistiche tra cui il Batik.Bogge ha tenuto corsi di aggiornamento per insegnanti di scuole materne e elementari con l'utilizzo di sue tecniche pittoriche, di incisione e ceramica.
